Publication: Understanding our business - Management information for DLOs and DSOs and other operational services

Scottish councils could improve the performance of their Direct Labour Organisations and Direct Service Organisations (DLOs/DSOs) by following guidelines published on 9 December. The guidelines were commissioned at the request of councils following critical reports by the Controller of Audit in September 1998 and August 1999, which highlighted several areas of concern in the way DLOs and DSOs were operated by many councils.
